It seems to me that there should be enough information to qualify for an Amber Alert, but instead, she is being classified as a "missing runaway." She is only 13 and is with an unknown adult male.

The California Highway patrol states on their website "The California AMBER Alert Plan is a voluntary partnership between law enforcement, transportation, and media to rapidly disseminate information about a suspect and victim to law enforcement agencies and the public when a child has been abducted." and further states "The AMBER Alert cannot be used for custodial disputes or runaway cases that don't meet the criteria. I agree, an enhanced alert is warranted, she does NOT appear to be abducted, she looks like she is with him willingly IMO, but we don't know who this man is or if he's a child predator. However, LE has to follow the Amber Alert criteria. I DO think they could issue an Ebony Alert, given her age and the fact that she could be subject to trafficking. Ebony Alert

Well this certainly doesn't sound good. Who is this adult male? Why is he running around with a 13 year old girl? I hope she can be located safely. She is a pretty girl. It's a big world full of dangers for one so young.

She's not in California. She is in Louisiana (they don't have an Ebony Alert -- I also didn't find an enhanced alert that would qualify.in Louisiana.) I didn't get the impression that this was a custodial situation. If it was, his identity would be known. I don't doubt that she left with him willingly, but a 13 yo taking off with an adult male has to be considered to be in potential danger.

Thanks! I saw "LA" and my mind went to Los Angeles not Louisiana. You are correct. She is in danger no matter what the circumstances. I hope this is foremost in LE's mind as they put the information out.

The mother <modsnip> is pleading for her safe return after discovering that her daughter was talking to an older man on social media.

Her mother, <modsnip>, says her daughter was groomed and manipulated online when she ran away. <modsnip> says her daughter was last seen Monday night by her grandfather at her grandparents' house.

*****
"I do not allow my kids to have unsupervised technology access; they are not allowed to have social media or anything like that."

She said that following her daughter running away, she found her secret tablet that was left behind, where she made a shocking discovery.

"She did have several social media accounts, I didn't know anything about it, wasn't monitoring because I wasn't aware she had any technology like that at all. From those social media accounts, it seems that she has been groomed for quite some time."

*****
The pair was reportedly last seen at the Greyhound bus station.

They were seen at the Greyhound Bus station; did they board a bus? If so, LE should know their destination city. Has Baker PD enlisted the help of the FBI and US Marshals Service?

IMO, Louisiana rarely seems to handle missing children's cases with the same urgency that they are handled in most other states. Many states would have immediately issued a statewide alert.

If the greyhound destination city is outside of LA, would this turn into a federal matter?
so scary

As others have said, yes. But there are some caveats. That falls under 18 US Code 1201, The crime of kidnapping becomes a federal offense in any of the following situations:
  • If the victim is "transported in interstate or foreign commerce. (plain language - if the victim is taken across state lines or out of the country )
  • If the offender crosses state lines or international boundaries in the commission of the crime;
  • If the offender uses" any other instrument of interstate or foreign commerce" (e.g., U.S. Mail) in the commission of the crime;
  • If the crime occurs within the "special maritime and territorial jurisdiction of the United States." This includes U.S. maritime boundaries, any U.S.-owned vessel or aircraft, any U.S.-controlled lands not under state law, and any other territory outside foreign boundaries when the victim is a U.S. national;
  • If the crime occurs within the "special aircraft jurisdiction of the United States" -- effectively, any U.S. civil or military aircraft, any other aircraft in the U.S., or any aircraft outside the U.S. that lands in the United States;
  • If the victim is a foreign official, internationally protected person, official guest of the U.S., or a protected officer or employee of the United States.
There are exceptions if it is a parent (non custodial). It's still kidnapping but likely would fall under state law, not federal. Also, under 18 U.S. Code Chapter 55, there are some related federal statues to 18 U.S.C. § 1201, including:
18 U.S.C. § 1202 – Ransom money
18 U.S.C. § 1203 – Hostage taking
18 U.S.C. § 1204 – International parental kidnapping (though I've seen nothing that the man involved her is a custodial or bio parent).

He is definitely not her parent. Quoting her mom, <modsnip>:

Thank God, it doesn't even bear thinking about what might have happened to her if she hadn't been found

A missing juvenile from Louisiana was found concealed in a box in the basement of a Pittsburgh home.

*****
Federal agents executed a search warrant at a home on Davis Avenue in Pittsburgh's Brighton Heights neighborhood Thursday.

When authorities arrived, officials say they found the juvenile in the basement in a sheet-covered box.

*****
The criminal complaint states the girl met Ki-Shawn Crumity over Snapchat. She said Crumity, who said he was 26, was supposed to get her adopted by a trusted adult.

*****
The victim told officials being at the hospital was the safest she ever felt after being rescued from the home.

“Very proud of my LBI agents in helping to locate this child. She was groomed, exploited, and then sexually abused by strangers who found her online. This is just one example of the dangers of social media and of human trafficking," Louisiana's Attorney General Liz Murrill said in a statement.

*****
There is more in the article.

A 13-year-old Baker girl who was reported missing last week was found alive Thursday in Pittsburgh and three suspects have been arrested.

*****
The girl was found in the basement of a home, with the assistance of the FBI, Pittsburgh Police Department, and Allegheny County Juvenile Probation Office. The girl was found with an adult male and a woman from the Washington, D.C. area. Medical personnel determined she had been sexually assaulted, the marshals service said.

A 62-year-old man named Ronald Smith has also been arrested in Columbus, Georgia, in connection with the girl’s temporary disappearance.

He and another man, Alvin Hanson, were alleged to have driven the girl from Baton Rouge, Louisiana, to Georgia before putting her on a bus headed north.

Smith is accused of simple kidnapping and contributing to the delinquency of a juvenile, authorities said.

Meanwhile, Hanson, 64, was arrested in New Orleans – about 60 miles from Baton Rouge – on a count of contributing to the delinquency of a juvenile, Brian Fair of the US marshals service said.

Investigators said they anticipate making more arrests in the case

a Childline report Thursday led Pittsburgh police and federal agents to a home on Davis Avenue in the city’s Brighton Heights neighborhood.
