CADDO PARISH, LA (KSLA) - Eddie Jackson, convicted this past week in the kidnapping of Tracy Winslow and burning her car, is facing new charges.

Court date postponed for convicted kidnapper, arsonist

A Vivian man convicted this year of kidnapping his ex-girlfriend then setting her car on fire will return to court next month to obtain setting on an unrelated charge.

Eddie Jackson was set to be arraigned today on a charge of carnal knowledge of a juvenile, but the proceedings were postponed until Oct. 17 because the presentence investigation was not complete on his prior conviction, according to the district attorney’s office.

Time marches on, but one Caddo Parish family says they're stuck on this day in 2011.

"We're waiting on that phone call. We're waiting on that knock on the door. That's something that has not happened in five years," Felicia Holden-Starkes said.

That was the day 30-year-old Tracy Winslow disappeared after leaving her mother's home in Oil City.

Her car was then found empty and burned, sparking a search that has lasted to this day.

Caddo Sheriff Detectives are pushing this cold case out into the open to find Tracy Winslow and give closure to a family that is going through a really tough time especially 11-year- old Ty'Keonna Winslow who can’t seem to hold back the tears when she thinks about her mother.

Billboards with Tracy's picture on them have gone up before and detectives plan to do it again. They hope it will get people talking and calling their office with tips. In the meantime there is a brave 11- year- old- girl who for the first time plans to confront her father and ask him point blank "what did you do to my mom?" Ty’Keonna is hoping the answer will bring her home.

The young mother of three was last seen Jan. 23, 2011. at her apartment complex in Oil City.

Winslow’s ex, Eddie Jackson was convicted of arson and second degree kidnapping in connection to her disappearance. He was sentenced to 40 years in prison in 2016 but has not provided authorities on Tracy’s last whereabouts.
