NamUs Case Created August 9, 2015
ME/C Case Number 2005-2744

CASE #7

The body of a decomposing African American man was found at the BFI landfill site on Airport Road in Fall River on Aug. 29, 2005.

An autopsy revealed the man was about 5 feet, 8 inches tall, 170 pounds, between the ages of 30 and 40 years old.

He had recently received a medical treatment to his left ankle.

The medical examiner determined the man had died within a week of his body being found at the site.

Investigators said they believe his body may have been brought to the landfill in a dump truck.

“There was some indication that that was a dumping site that trucks would come from out of the city, from different towns to deposit, and the body could have been transported from the North Shore area,” Quinn said.

Despite fingerprints, dental records, and a full DNA profile, the victim still hasn’t been identified.

Improvements in finger print technology still solve things (in cases where the person was discovered soon enough to do finger prints). This case also shows how important it can be to look at things and try to solve cold cases again. I hope they figure out how his body ended up at the landfill. It doesn't sound like an accident in his case, although things like this have accidentally happened to some people.

The identification of Brown, 41 at the time of his death, is the first break by the Bristol County District Attorney’s office as they begin reexamining 12 cases involving unidentified bodies or skeletal remains found in the county over the past four decades. The reexamining of cases is being called the “Unidentified Body Project” by investigators and began in the spring.

Now knowing Brown’s identity, investigators determined that he had lived in Boston with his girlfriend at the time and she had reported Brown missing in August of that year when she woke up and he was gone, according to a report by WJAR.

I'm happy to see Leon has his name back. May he now rest in peace.

Almost monthly or even more often, you read about the resubmission of fingerprints solving an unidentified body case. Clearly, I am glad they did this, but I do have to ask myself why in the world did it take them 8 years - 2920 days longer than people who loved, missed, and searched for Mr. Brown should have had to wait.

Authorities in Massachusetts identify man 17 years after his death
Brown’s fingerprints were initially run against a computer system in 2005, but didn’t get any hits.
That same computer system was updated about eight years ago.
When investigators ran his fingerprints again this time around, it led to an identification.

Cold cases get put on the back burner in many or most areas as LE deals with more current cases and crimes, unfortunately. I'm sure that explains why it took them that long to resubmit his finger prints as part of this cold case project. That's where amateur online sleuths can help sometimes like on forums like this. I looked for this man on the Doe Network as he was reported missing unlike some Does and couldn't find him on there. I didn't check any other sites yet and it seems he didn't have a thread on here as a missing person, but I'll have to check.

I get all of that. Understaffed, overtasked with not enough resources, working on current cases, etc. It is time and resource consuming on all fronts to resubmit prints, etc and agencies have to prioritize. It doesn't make it any easier on his family and loved ones. They (everyone involved) must do better, and it's cases like this that bring that to the forefront.
