There must be more to this case, if police suspect foul play when most of the people at the camp thought that she likely fell into the water.

Perhaps because they made a full search of the river and know she had returned to her tent after washing in the river. A report at Brandon Sun Newspaper Archives, Jun 24, 1974, p. 1 states;
"Drag-ging operations continued through the weekend on the Grass River about 25 miles northwest of here following the disappearance early Thursday of Marilyn Byskal, 18, of Erickson. Miss Byskal is reported to have awakened about seven o’clock Thursday, gone to the cold, fast-flowing river to wash, and returned to her tent. She left the tent again and has not been seen since."

A subsequent report at The Brandon Sun from Brandon, Manitoba, Canada on July 2, 1974 · Page 4 (also from the Brandon Sun) gives a little more detail and includes a 'presumed drowned' comment - but also notes the search (including land, river and use of dogs) and that the river was only 2-3 feet deep at the camp point.

Whilst drowning does seem most likely it is understandable that there is some doubt given the circumstances.
