Hmmmm.... This wasn't a children's birthday party IMO. Not going on at 10:14pm according to your link. Not when there were REALLY young children there. I suppose it's just a case of the editor of the article getting creative. Either that or AI wrote it IMO. Maybe it was a BD party earlier in the day, but it was more about the adults at 10:14pm IMO!
