Absolutely, his tattoos to her are so sweet. Maybe it's his daughter rather than wife/gf, but how many women out there in the US have the first names Charlet Ann? It would be hard to locate her.

I could be grasping at straws, but there was a Charlet Ann Youngblood who graduated with her Bachelors in 1973 from Western Maryland College (now known as McDaniel College), according to this Catalog from 1974-1975.

Charlet Ann appears on page 103, and page 100 confirms her degree was given in 1973. Assuming she got her Bachelors at age 23, then this Charlet Ann was born around 1950. If the unidentified male was closer to 40 years old when he died in 1988 (as per the date range), then he also would've born around 1950.

Maybe there's no connection, but the spelling "Charlet" is unusual to me, let alone the combination "Charlet Ann." So to discover a Charlet Ann that was (is?) approximately the same age as the unidentified male, and who went to college just less than an hour away from Baltimore, is too coincidental for me to pass up.

Maybe they met in college (or afterwards?), fell in love, and he got a tattoo with her name? True, the tattoo could also be for a daughter, but with all the surrounding hearts and naked women, I tend to lean towards girlfriend or love interest.

Yeah I noticed that same Frederick News Post article but I couldn’t read it because I don’t have access to Newspaper Archive.

If this is the same Charlet Ann, I doubt the unidentified male is C. E. R. because he doesn’t come up as missing. But he could’ve been a previous boyfriend?

I cannot find him in any records but it can just be what i have access to. He is also not listed as connected to Charlet. Makes me wonder. But, hey, he could be well alive and him and Charlet may have divorced early and lived at seperate addresses.
