How sad.

John Patrick Morrissey is an unusual disappearance in July of 1999. He is reported a little taller and a bit lighter than this UID, but not so far off as to be impossible.

I have no explanation for the diaper. That makes me think more of someone who might have vanished from a residence home, but of the handful I can find who are males in 1999, no one seems a plausible match for this UID.
