Man Arrested for Allegedly Throwing Dog Off 3rd Floor Balcony and Setting His Apartment Building on Fire
Police arrested Floyd Rich, V, of Maryland after he allegedly threw a woman’s dog from her apartment balcony and set the building on fire.
Floyd Rich V was arrested and charged with arson in the first degree, the Prince George's County Fire Department said in a statement on Monday, Dec. 8. He was also charged with malicious destruction of property and reckless endangerment in connection with the incident.
