I lived in Baltimore for many years and its more like one big bad neighborhood with super bad pockets. Nowhere in Baltimore is considered 'safe' to the average American. But this area is not too bad. It is mostly working class people and students not heavy in the gangbanging. But again...Baltimore is rough.

Terril’s parents were in town from Florida helping to get the word out that their daughter is still missing two months after she was last seen. They took their search to the street.

Terri Lehman was last seen on 12/03/14. Her purse was found with her belongings. She was last seen with a male companion Charles “Buck” Webster, who is also believed to be missing. Neither persons have been seen or heard from since.

Search Continues For Woman Missing Since Early December

Still missing. A woman vanishes off the streets in Baltimore. It's two months later, and the search for Terril Lehman continues with growing support.

A police report states that Barnett knew both victims, and he told police that after killing them, he dismembered the bodies and placed them in various trash cans across the city. Barnett told police around November 2014 that he, along with the mother of his child, Ashlie Barrett, were sharing a home with the victims.

The victims have been identified as Charles Webster and Terril Lehman, who were both considered missing since 2014. The police report states that Barnett stabbed the victims after finding them under the influence of pills. Barnett stated that Webster would extort money and drugs from him for living at the home they shared.
