Found Deceased ME - Samuel Mugisha Left Portland Apartment - Last Seen Hitchhiking in Rockport

Samuel Mugisha has been missing for a week or so in Portland, ME.

Please help find Samuel. His family is really trying hard to locate him.

The Portland Police Department is issuing a Silver Alert for 21-year-old Samuel Mugisha of Portland. Samuel was last seen leaving his Auburn Street apartment on Friday, November 4, 2022 at approximately 8:00am.
Samuel is known to walk to his uncle’s house on Kenneth Street in Westbrook but he has not shown up there. Samuel, who is experiencing some mental health issues is a black male, 5’11”, 200 lbs., with black hair, brown eyes and a short chin beard. He was last seen wearing a khaki colored hooded sweatshirt, khaki pants and brown leather dress shoes. If you see Samuel Mugisha please contact the Portland Police Department at 207.874.8479

This makes me worry a bit.

He is really close to LARGE bodies of water that look to connect to the Ocean. Without a ride though, I wonder how long it would take to walk to one of these areas. With no money could he have gotten on public transportation?

I have seen mixed things about him hitchhiking, but then someone said it was not him. So I am unsure if he was or was not.

No camera mentions.

Claude Rwaganje, Mugisha’s uncle, said Monday that the family is hoping the police can access his medical records from a psychiatric hospital he stayed at days before his disappearance. Martin said Monday that medical records are more difficult to access due to federal privacy laws, without a patient’s consent.

Mugisha’s family told the Portland Press Herald last week that he struggles with a mental illness that sometimes renders him non-verbal, and causes him to forget where he is and faint. His family believes his disappearance might be connected to his illness.

Police, family need new information in search for missing Portland man

It seems that Samuel left his cell phone at home, but his family thought he might have an Apple watch with him and could possibly have another phone.

This is a long time for this young man to have been missing!

The Rockland police department is working to identify the man spotted in Rockland, and are not dismissing the idea that the man spotted on Friday night could be Mugisha.

This is true, but he was already close in Portland. There are several nice bridges from which he could have taken a dive. Why would he go to Rockport? Maybe there is some significance, but it seems like a lot of extra work. IMO

Family said the hitchhiker in Rockport was NOT Samuel. Per an article of the Portland Press Herald.

Mugisha came to the United States in 2014 from Nairobi, Kenya, and is part of the tight-knit Congolese Banyamulenge community in the Portland area. He attended Westbrook High School and played on the soccer team.

Mugisha’s family said he works as a caregiver at Safe Residential Care and Granite Bay Care and that he’s almost always either working or at church. When he’s not, he spends his time at the gym, reading and praying."


My question:
I don't know how mental hospitals work. If he had been picked up by LE or taken himself to a hospital, is his family allowed to confirm he is there? What if he told them he didn't want them to tell his family?

I checked for updates thinking I'd find one stating Samuel made it home in time for Christmas, but no luck. :(

Samuel added to NamUs 1/5/23

On 11/04/2022 at 0758 hours, Samuel walked away from his residence with unknown direction of travel. Samuel left behind his wallet, ID, bank cards, and car keys. He was wearing clothing not suitable for cold weather.

Found deceased.

FALMOUTH (WGME) -- The Portland Police Department says that the body found in the Presumpscot River in Falmouth on April 20 has been identified as 21-year-old Samuel Mugisha.
