Is it legal for law enforcement to close a case such as this one without any idea of what might have happened to her?

I did a forum search and could not find anything any topic on her besides that she was featured on the "Runaway train" video.

Distinguishing Characteristics: Black female. Brown hair; brown eyes. Miller wore her hair gelled down with short bangs at the time of her disappearance.
Scars, Marks: Scar on the right side of her back.
Dentals: Available
DNA: Not Available
Clothing: Multicolored ski jacket; acid-washed jeans; a black and red sweater; and white and yellow gym shoes.

Circumstances of Disappearance
Miller was last seen leaving her family's home in the Outer Drive - Chalmers area of Detroit, Michigan to go to the store at approximately 17:00 on January 4, 1989.

According to her Charley Project profile, Police thinks she left on her own terms. However, it's been 26 years and she left when she was 13.

I wonder if she has any family members still looking for her. I can't find additional info.

I also saw that she said she was featured in the runaway train video and I found the video where it featured her but it was blocked

It's strange that this case got so little attention. I'm bumping to see if anyone else can help out.

I also have info that said that that a few months before she vanished that a newspaper said that a car plowed in to children that resulted in a teenager dead and a few children injured from the Detroit free press newspaper and alishia was one of those injured children Meghan on the charley project blog ( yes she has her own blog regarding her website and this is where i found it) she said it may or may not shine any light on her case i will send a photo of the newspaper and also the age is slightly off Alisha was 12 at the time of the incident not 13 the newspaper says she was 13 but it happened in june her birthday month is August.
