Assuming the flood that is being referred to is the Red River flood in April and May of 1997 that took place in Minnesota, North Dakota, and southern Manitoba. If the female had last seen him before that, then perhaps the December 1st missing date is when he was reported missing?

Bagley MN is about an hour and a half (89.9 miles) from Grand Forks, ND so not too far apart but it is unclear where he actually went missing from. DOE Network states he was last seen in Bagley so perhaps that's where the December date comes from, but the female last saw him in Grand Forks before April.
