Circumstances: Hill was reported missing by her mother, on July 18, 1980. She had been living at 2808 W. Third Street.
Hill was entered into the National Crime Information Center as a missing person. No record of her has been found.
Julie's apartment was left unlocked, food was still cooking, her dog was left by itself, her purse was still there, and no notes were left to indicate what had happened. No trace of Julie has ever been found.
Julie's apartment building was razed in 1987.

Whoa...he admitted to it, why not take LE to where he buried her? He did his time (although too little imo), they can't charge him again. Just give her family peace. JMO

It is interesting that he admitted to the killing, but didn't tell the location of the body. I wonder if it is possible, that he had taken the fall for someone, and he didn't actually kill her. There are a lot of places to hide a body in Duluth, and the surrounding area.

That's a good point. And you're definitely right about Duluth.

Because he pleaded guilty to manslaughter, saying it was an accident. Perhaps he refuses to reveal the location of her body due to evidence that would contradict that (I.e. bullet hole in the skull).
 
Bloomer said that he accidentally shot her. He said that he wrapped her body up in a carpet and dropped her in the woods.
I know that they tore down the building Bloomer lived in (I believe it was condemned), but I haven't seen info any where about anyone doing ground penetrating radar on that property. It's awfully sketchy that he was digging a hole for a while but stopped shortly after Julie went missing.
 
How are they so sure about her weight at the time she disappeared though? My DL says one weight, my doctor's office has another on record, but I'm over my DL weight by about 30 lbs and under the weight my Dr's office thinks I am by about 20 lbs.
I'm not saying Jane Doe is her, but I think weight can vary a lot. DNA seems like the best route for helping to ID unknown people

Details of Disappearance

Hill was reported missing by her mother on July 18, 1980. She disappeared from her hometown of Duluth, Minnesota, leaving behind her two Doberman pinscher dogs, her purse and all other belongs, and food cooking on the stove in her apartment in the 2800 block of west 3rd Street. The door to the apartment was also left open. Hill did not leave a note; it appeared as if she'd stepped out of the apartment and expected to be back within a few minutes.

Police searched two addresses in Duluth, one in 200 block of west Ninth Street and the other in the 1100 block of Hammond Avenue, in the spring of 2004. Both of the addresses are owned by Donald Louis Bloomer, whom Hill was dating at the time of her disappearance. She had lived with him at that location, but had moved out shortly before she vanished. The couple had a troubled relationship with several domestic violence incidents.

Bloomer confessed to causing Hill's death after the searches commenced. He admitted to shooting her at his Ninth Street home on the day she disappeared, but said it was an accident. He said he buried her body in the woods west of Floodwood, Minnesota near the St. Louis-Aitkin county line.

Bloomer was charged with second-degree murder, and Hill's family sued him for her wrongful death. Authorities demolished his Ninth Street home looking for evidence, but found nothing.

In October 2005, Bloomer pleaded guilty to second-degree manslaughter and was sentenced to three years in prison, with credit for thirteen months already served while awaiting trial.
