I suspect Mr. Cadmey was probably taken advantage of and/or abused due to his situation. If he was receiving SSI, Medicaid, Food stamps etc., there should be some sort of financial trail. I'll see if I can find any records on him. BUT, if he's been missing since 2000, he is likely not alive unless he's been well hidden or transported to another state.
