LINCOLN COUNTY, Mo. (KMOV/Gray News) – A foster mom in Missouri is accused of abusing a foster child for years, including offering to sell the victim in exchange for an exotic animal.

Brenda Deutsch, of Winfield, is charged with felony counts of neglect, child abuse and child endangerment stemming from initial allegations of a missing child later found in Texas. Her cash-only bond was set at $250,000.



Brenda Deutsch, who reportedly has fostered more than 200 children, was charged with two counts of abuse or neglect of a child and one count of endangering the welfare of a child, according to NBC St. Louis affiliate KSDK.

"Two things that really stood out was the number of children that had been fostered through that home and then the allegations that these types of abuse and emotional neglect had been going on for what seemed to be perhaps a decade," Mike Wood, the Lincoln County prosecuting attorney, told KSDK.

"A witness who had come forward with some information regarding the systemic abuse that was going on in the home, had said that they had been asked to bring the child down to Texas and bring the monkey back in return," Wood said. "Obviously we have to do more investigation to see if that's actually credible or if that's true."

Investigators said Deutsch mentally, physically and emotionally abused her foster child, including hitting the child in the face, causing injury and bleeding.

Court documents say that the victim was interviewed by the state in December 2024 and told them about her abuse, which had started about three years prior.

The victim told investigators she was hit with a paddle, smacked and faced other abuse. The victim also admitted she had seen other family members be abused.

Deutsch is also accused of throwing her foster children’s clothes away and taking them for evaluation for psychological issues whether they had symptoms or not. She also is accused of sending children to residential treatment facilities as a form of punishment.

Sources say Deutsch was a foster parent for decades for over 200 children. Wood said during this time, more than 200 calls were made to a child abuse hotline to report Deutsch.

The Lincoln County Prosecuting Attorney’s Office said the charges against Deutsch are initial, and the investigation is expected to be lengthy as it will cover a decade’s worth of abuse allegations. They also said numerous victims and witnesses have contacted their office.

The court records state that Deutsch sent the teenager "to live at a house in Texas with unsanitary living conditions and without adequate supervision" between Jan. 1 and April 1, prompting child protective services to remove the child from the home.

At times, the teen would be left alone at the Texas home to take care of exotic animals living there, according to the documents.

Wood said in a separate statement March 31 that his office is working with officials in Texas "in furtherance of investigative efforts toward allegations of child trafficking." He added that he expects the case into Deutsch will be a "lengthy investigation that must cover over a decade’s worth of allegations of abuse."
 
Noone checked despite a decade of allegations ?!

Hundreds of calls were made to the Missouri Department of Social Services’ Children’s Division over the years before Deutsch was finally arrested.
