Given the circumstances/location I wouldn't be surprised if he was a migrant from Cuba.
Also, his face doesn't look very asymmetrical in the recon. I can see some slight asymmetry around he mouth area but I wouldn't have thought twice about it wasn't mentioned.
Plagiocephaly is flat head syndrome. It can be related to a baby that’s been neglected, left lying in a crib too much. I wonder if he was in an orphanage or children’s home for any length of time.
