Why would LE announce that they had filed a petition for the arrest of a 17-year-old, if they were not ready to arrest him? Why not just silently continue to do surveillance on subject until they are ready, and then make an announcement only when the suspect was in custody?
What if teen is not in THIS sheriff office’s custody, but IS in custody in a different jurisdiction for a different crime? Seems like that would make sense why they’ve announced that they’ve charged the suspect and filed a summons for the suspect, but don’t have the suspect in custody (THEIR custody), but also don’t seem to be looking for the suspect or getting public help in looking for the suspect. You have to look at the exact statements from LE vs what the media has inferred that to mean. From what I could find, the Orange County sheriff only said that they didn’t have the perp in custody, but I don’t see where police said the suspect is at large or they are looking for them. That was added by media, because they assume if OC doesn’t have the perp, the perp is on the loose. But if a different agency has the perp held for a different crime, that may make sense all the way around.

I don’t know how that stuff gets sorted in LE - does the one agency get to go through motions of pressing their charges and just make perp available for appearances in the other jurisdiction when necessary? So would a perp be going through the process simultaneously for different crimes in different jurisdictions?

There was a very similar crime in August where two 16 yr olds were shot and hid in a wooded area within a neighborhood not that far from this crime. Only days after Lyric and Devin were found, police arrested a 14 year old and 17 YEAR OLD for that crime. Shortly after that, OC announced they were pressing charges against a 17 year old. Maybe 17 yr old got picked up by Alamance county for the August murders and there was evidence or a confession in the lyric/devin murders as well?

Why wouldn't LE just say that he is in custody for a different crime?

I don’t know, I guess I was wondering if it had to do with the rules about minors. I wonder if in addition to not releasing their personal info/names, they can’t release any info about other charges or past charges that the minor has had. Maybe someone familiar with NC law can comment. Or maybe it has nothing to do with being in custody elsewhere. It just seemed odd that the police aren’t releasing vehicle information and state there’s no threat to the public if a killer is on the loose.

I know……things don’t add up here.

Thanks for adding this post. It appears that the towns Graham and Efland are only about 14 miles apart. Sad to read about the young, promising, lives extinguished too soon.

The 3rd arrest in that similar murder case, Taijon Laury, has a 17 year old brother and they seem to have committed multiple crimes together in the past. A different brother was actually killed when they crashed while fleeing police in a stolen vehicle in 2019- five months after they were previously arrested for stealing cars.

They are trying not to make a misstep .

Under North Carolina law, the 17-year-old is treated as a juvenile and any criminal records kept private.

"The North Carolina General Statutes prohibit the release of all records and files pertaining to cases of juveniles under supervision of juvenile court counselors. A record includes, but is not limited to, information obtained from witnesses, laboratory tests, surveillance, confidential informants, investigators, photographs, measurements, and officer case notes. Moreover, a different subsection explicitly provides that law enforcement shall withhold these materials from public inspection unless the case is transferred to superior court,” Blackwood explained.

Unless and until the 17-year-old is indicted or the court finds probable cause that he or she committed a felony (murder would be one example), the case stays in the juvenile system.

DC has an obituary linked above and will be buried today at Mebane Community Cemetery.

Yes, thanks for posting this - this part about releasing records on a minor, which basically includes ANY information obtained as part of the investigation, makes me think that the police would NOT be able to announce that suspect was currently in custody for a different crime in another jurisdiction. If that was the case, they would have learned about the other arrest through the course of their investigation. It’s all taboo or potentially subject to the law, so it could be the case and they’re not saying anything about the suspect’s whereabouts and they’re also not having to look for the suspect.

Edit to add: There were definitely similarities in the double-murder in Graham. There were two teens killed via gunshot wounds. They weren’t in a remote area, but they were killed and left in a wooded area in the town. And they were lured out late at night by “friends” per one of the victim’s mother, who says her son knew the killers and was friends with them. A 14 year old, 17 year old, and I believe 21 year old have been arrested in that case. Contrasting with this case only 14 miles away and we have two teens that left late at night. Early reports suggested Lyric and Devin were in a car with at least one other party (could have been picked up/lured out by a friend who picked them up) and they were found with gunshot wounds in a wooded area in town. A 17 year old has now been charged, but not arrested (at least in this jurisdiction), but police say there’s no active threat to community and are not seeking help in finding the suspect or vehicle. And the timing of the announcements line up with the timing of the announcements in the Graham case.

Just bringing this up again:

Graham police charge two teenagers with first degree murder in death of two 16-year-olds

This is currently an unrelated crime in Graham, NC, less than 20 miles away. A 17 year old was arrested on Sept 20, if I’m looking at this correctly. This is the Tuesday after Devon and Lyric were found.

This may be nothing, or it may be something.

Yes that is the case I was referencing as well. Shortly after the 17 year old was arrested in the Graham case, police in Lyric and Devin’s case announced charges also against a 17 yo. If the cases are linked it could explain why police have said 17 year old suspect has been charged but not arrested (because if the same suspect, they’ve been arrested in the other jurisdiction by the other LE entity) but also have not said the public is at risk or the suspect is on the loose.

If indeed the cases are related, then I think it changes the motive...imo...beyond just a person who may have been jealous of the friendship/relationship between Lyric and Devin.

It appears the sister was killed in the crash. The article also list everyone else that was in the vehicle and their ages at the time of the crash back in 2019. It appears Taijon's brother was in the car who was 14 at the time of the crash in 2019, he's 17 now.

This is painful -- 4 teens in less than a 20-mile radius were the victims of gun violence within weeks of each other. This is no way to initiate the school year. :( These students are gone forever. Comfort and peace to their families and friends.

“We cannot afford a misstep this close to the goal line,” said Orange County Sheriff Charles Blackwood.

The sheriff said North Carolina General Statutes prohibit the release of all records and files of minors under supervision of juvenile court counselors.

Juvenile Court Counselor: A juvenile court counselor accepts juvenile complaints for evaluation, supervises juveniles who are on probation or protective supervision, and works closely with juveniles and their families as they navigate the juvenile court process.

Are the police ever going to catch this guy? Catch him already! It's a 17yo with no resources or minimal resources at best. If you can't catch him on your own, transfer his case to adult court and release his description so we can help you catch him. This is taking way too long.

On a side note: DC's mother initially said she doesn't know LW's or her family. She now says they were friends. Not sure why she changed her story. Might be because of the age difference as she knows it's against the law.

Or she really didn't know because DC was living with his father at the time.
Or LW and DC kept their relationship a secret and didn't tell their parents.
A lot of questions, such as why LW left the house that night without a cell phone.

read a few replies on the previous page. just speculation.

also speculation, maybe mom denied knowing Lyric initially but since talked to dad and was told he did know her.
