Please help us locate Mr. John Anthony Carter (DOB - 11/27/1958) of Matthews who was last seen in the 1900 block of Rice Rd. on Thursday, October 31, 2019. Mr. Carter suffers from a cognitive impairment. There is currently no clothing description of what Mr. Carter was last seen wearing, but he is described as a:

60 year old, white male, approximately 6'0 tall, with a thin build weighing 110 lbs., with white hair and blue eyes.
