New with questions

I am a new member and have never been actively part of a forum or discussion group before. I am wondering, what are the rules when it comes to starting a thread or commenting on threads that pertain to a case involving someone a person knew? Are comments/threads required to not contain personal information or personality insight on the victim or those who surrounded them leading up to their death? What are the do's and don't's?
