Circumstances of Disappearance​

Xuan Cao was part of a tour group from China. Xuan stated he was going to make a phone call and left the hotel. He never returned. Xuan left behind his passport and luggage.

I don't know if this has been ruled out, but this seems obvious. An Asian man was found deceased under the boardwalk at Atlantic City, New Jersey in the following year. They are the same height and everything, tho he has "Grey" hair, it's possible that Xuan Cao could've dyed it, and it lost color overtime, and if dark enough brown eyes could be mistaken for black. I wonder if going out to make a "phone call" was actually an excuse to sneak off away from the tour group to explore independently. He ends up getting mugged, losing his ID and money, ending up homeless and dead under the boardwalk because language-barriers prevented him from getting help.
