I am curious what happened to the driver and who the vehicle was registered to. I am guessing he passed away too and the car was found to be stolen? I feel if the scenario were different, they would likely have more info that might help ID her. Unless they just are not releasing that information for some reason.

Sometimes these cases are those of people hitchhiking. Jason Callahan, most famously, but also sometimes passengers in fatal truck accidents. If the passenger isn't carrying identification and has no connection to the driver except the pure chance that they agreed to give them a lift, it makes it very difficult for LE. Especially if they don't know where the passenger was picked up or was going.
