I would think if he was driving a cab there should be some way of identifying this man. Our town has only a few cab companies and I've never even taken one so I know nothing about them. I'm assuming he either owned the cab or worked for a company/person who owned the cab. Who was the cab registered to? If a company, didn't they have records of their employees who were driving their cabs. A valid license would be required? And proof would have to be shown at some point I would think.

I'm guessing it may have been a gypsy cab (an unlicensed operation). It could have just been a guy operating as a cab out of his own car. But, I assume it wasn't his car since the police weren't able to use it ID him.
