So he was hit sometime in 1990 but they don’t know where he was crossing. I wonder if his wallet got stolen in the process hence no ID. A friend of mine got into motorcycle accident and was knocked out and his wallet and money were stolen.
Anyway… this guy either missing or had no family to look for him . Wish we had an idea where he was hit.

Agreed, it's possible his wallet was stolen. Or he was transient and didn't have any on him. Based on the tattoos I'd guess he was ex-military who was deployed, likely to Vietnam, and Navy.
I think we can only surmise he was hit in Manhattan, Bellevue being known for a wide-variety of intakes.

Yeah, my grandfather was a British navy veteran from WWII, he had a tattoo of a blue bird with a ribbon in its mouth on his forearm from that time, and what used to be written on the ribbon was 'mother'. By the time I was a kid in the eighties it was too blurry to read. This Doe's tattoo sounds like the same kind of 'flash' a new serviceman would get. The illegibility is likely to be blurring due to them being cheap tattoos from a long time ago, since this Doe lived for some time after he was found, decomposition isn't a factor.
