I looked at this case and maybe it's just me but I see some resemblance in between this John Doe and Albert Lee Baker. To me the chin, mustache, and beard look somewhat similar (also the philtrum kind of matches?). There's also a chance it could be Keith L Isler since he was near NY but I'm less sure about him.

I went looking for the New York, NY Unidentified (1990), and quickly found him (IMO) amongst just a handful of possible missing people. He appears to be Gregory Eugene Thompson who went missing from Van Nuys, CA in 1984. Same eye shape, eyebrows, nose, mouth and chin, trimmed mustache, and slight gap in his front teeth. There is minor differences in case descriptions, most likely attributed to an estimation.
