He was found in the river 2 months after he went missing in 2004. Buried at Hart Island. Family told repeatedly he had not been found. Identified via fingerprints in 2024. I've been doing this a long, long time. Repeated and clearly ongoing failures by those agencies. I mean if you know there are historic systemic issues in your process, then demonstrate the initiative, care, and responsibility and address it in every possible way.
