He was found in the river 2 months after he went missing in 2004. Buried at Hart Island. Family told repeatedly he had not been found. Identified via fingerprints in 2024. I've been doing this a long, long time. Repeated and clearly ongoing failures by those agencies. I mean if you know there are historic systemic issues in your process, then demonstrate the initiative, care, and responsibility and address it in every possible way. Two months later, an NYPD detective delivered the shocking news: Rand had actually been found decades ago.
A staffer in the Medical Examiner’s office told Sham she’d matched the fingerprints of the man in Grave 313 to what the city had on file for Rand.
