Your question intrigued me as I grew up in Alameda CA. However, it appears that it did not have an office there. It started in Berkeley which is in Alameda county, so that might be the source of the name. Hong Kong seems to be the most cited location. Only Bloomberg mentions the Bahamas.

We selected this location because BOP officials identified it as an example of a facility in generally good overall condition. During our visit, we documented conditions inside and outside the facility, a sample of which are included below. Overall, we noted that FTC Oklahoma City appeared to be in far better condition than other facilities represented on this site.
