Keith Kaylor, 55, of Hamilton, was locked up Wednesday night. A grand jury indicted him on 20 counts of child pornography.
Investigators explained why they think his victims could be local and the importance of tracking them down.
"This individual had the most in depth fascination with young children than I think I've ever seen," said Butler County Prosecutor Robin Piper.
"He just had a collection of bizarre things that had to do with children. Some were obscene and some were not obscene."
Piper says when investigators searched Kaylor's Hamilton home last month they found a computer disk with photos of naked children.
"There are pictures of children. Pictures of children with children and pictures of children with adults," Piper told 9News.

A Hamilton man who police said used his home computer to transmit child pornography over the Internet has been indicted on 20 felony charges.
A Butler County grand jury, on Wednesday, returned indictments against Keith Riley Kayler, 55, 352 Hampshire Drive, Apt. 5, alleging 10 counts each of illegal use of a minor in nudity oriented material and pandering sexually oriented matter involving a minor.
Police said their investigation had not turned up evidence that Kayler was involved in producing child pornography.
During the investigation detectives discovered that Kaylers AOL screen name was [email protected].
Police are asking anyone with information that could aid their investigation into Kaylers activities to contact Hayes at (513) 868-5811, Ext. 1230.
