PARMA HEIGHTS, Ohio — Conner Walker, a 20-year-old man accused of raping a toddler at a Parma Heights day care, is now facing new federal charges.

According to court records from the U.S. District Court Northern District of Ohio, new charges were filed on Wednesday, Feb. 7 against Walker.

A federal grand jury indicted Walker on two counts of sexual exploitation of children, one count of receipt and distribution of visual deceptions of minors engaged in sexually explicit conduct and possession of child .
According to Cleveland.com, the charges stem from Walker allegedly taking a sexually explicit image of a second young girl at the same day care.

At this time, an arraignment date has not yet been set.

Walker was arrested on Jan. 5 by the Parma Heights Police Department following an investigation involving both the FBI and area officers. According to a news release, the alleged rape of the toddler occurred at what was said to be a licensed in-home day care on Big Creek Parkway, although records discovered by 3News indicate the owner of the house had a license of her own but not one for the exact location.

Court records show that the first alleged incident took place on Sept. 28. The day care operator apparently allowed the victim to stay overnight on the same night Walker was staying at the residence.

COLUMBUS, Ohio — 3News Investigates has confirmed the operator of a Parma Heights in-home day care where a 2-year-old girl was allegedly raped last fall has had her license suspended by the state of Ohio.

The Ohio Department Job and Family Services tells us they froze the care license of Tonya Ball following a recommendation from the Cuyahoga County Division of Children and Family Services. Officials say the effect of the suspension is immediate and that Ball has been notified of the decision.

Ball has not been charged with a crime and is not believed to have been aware of the reported sexual assault at the house on Big Creek Parkway. However, 3News Investigates uncovered multiple issues with her record as a care provider, including at least nine violations as well as a discrepancy with the address of the facility she operates.
