If the mother is facilitating the prostitution by taking her child to the location on multiple occasions, she should be charged with prostitution as well.

My first reaction is: More charges!

Maybe the DA is filing the charge s/he thinks is the one that is most likely to get a guilty verdict, I suppose. Here's some info about what could be charged:
