Circumstances of Disappearance Mr. Cotton had dinner with a friend on the evening of December 9th, 2013. The friend felt Mr. Cotton was depressed and seemed to be acting strange. Portland Police Bureau issued an attempt to locate for Mr. Cotton after finding his wallet and identification near the Burnside Bridge in Portland on December 10th, 2013.
