PPB Needs Public's Help Locating Missing Endangered Man

On the afternoon of December 8, 2025, at approximately 1:30 p.m., James Moore dropped his wife off at a store in the Jantzen Beach area.

James told his wife he was going to spend time at a local deli while she shopped. James was supposed to return to pick his wife up at 2:45 p.m. but did not return to her.

James is an 89-year-old Caucasian man. He has grey hair, stands 6'00" tall and weighs 180 lbs. James was last seen wearing a blue or grey coat, a white and blue polo shirt, and possibly tan pants. James drives a black 2021 Chevrolet Malibu that has a temporary registration tag from Washington in the rear window and Dick Hannah license plate placards. Due to James' age and health issues, he needs to be located and checked on.

If you see James, please call 911. Anyone with information that is not time sensitive is urged to contact detectives at [email protected] and reference case number 25-335923.

There are 2 or three lunch/sandwich places in Jantzen Beach Center but don't know if those would be where he intended to go. I used to live in the Portland/Vancouver area during university days and that's very close to the Washington side of the river, and Interstate 5 takes you out of the area very quickly. Did he have any memory issues that are known? The area is busy enough had his car just been disabled somewhere he would have been spotted, I would think. 1405 Jantzen Beach Center · 1405 Jantzen Beach Center, Portland, OR 97217

Yes very odd now at the 4/5 day mark neither he or his vehicle has been located. Doesn’t look good unfortunately i think unlikely at that age to purposely disappear off. Hope I am wrong

I don't think it was purposeful, at least not operating from the standpoint he was cognitively solid. He may have had dementia or early alzheimers that was either unknown or undisclosed. Having lived with two parents that had such issues behiaviaors can be sudden, erratic, and make no sense to others.. It doesn't take long once off the freeway heading north to be in rural areas, some with logging roads and other areas (thought it has "built up" significantly from when I lived in Vancouver going to college over the river in Portland 45 years ago). There are many areas going north/northeast wherein a vehicle might break down and not be found for some time. I pray that's not the case but after this many days, it's a possibility.

Two things I have become aware of regarding location, not sure if relevant:

There has been heavy rain/flooding recently.

Also, I learned Oregon has “video lottery” gambling type machines in delis, restaurants, taverns and other businesses.

(I’m not from the area, so forgive me if this info is inaccurate.)

They do, much as we have here in Chicago. Max winnings (which vary by state) are less than $1000 on average. (and few win that amount). We have not had any assaults and or robberies from people winning such video type games here - winnings from the bigger casinoes, where the person may have a couple thousand or more, yes (we had one here in my Village in Cook County in 2017, perps followed the older couple home from the casino in Hammond and robbed them in the driveway injuring one of them)

The rain/flooding in SW has been bad. I hadn't thought of that.

I said unlikely to be purposeful.
I too have two parents with Dementia one now sadly passed.
I am not familiar with the location here as UK resident. Is there any further news?
IMO

I am sorry for your loss, my stepmom of 30+ years had alzheimers, Dad had just mild dementia but it was challenging, as you know. I learned to fly at Portland/Vancouver area airports so I'm familiar, though it's been 5 years since I've visited when Dad passed shortly after his 101st birthday. I have been checking local (to the area) news and there have been no updates.

An 89-year-old from Portland was found dead a week after going missing, city police confirmed. Investigators say there were no signs of foul play.

On Sunday, Dec. 14, Moore was found dead in his vehicle on a logging road in Yamhill County.

Police didn't release further details.

Hmmm.. why was he clear out there? Googling for logging roads in Yamhill County got me to Tillamook state forest. He was supposed to pick his wife up an hour and 15 minutes. Oddly that's the same amount of time it takes to get to Tillamook SF from Jantzen. I wonder why he drove all the way out there? He's crossing bridges and going down major freeways.

Sounds like self harm. He was 89. Perhaps he was not in good health.

I'd say dementia, perhaps undiagnosed. My Dad did something similar in his early 90's. He'd been driving around his town without issue for a while fully understanding he was NOT to leave town, or get on the freeyway, then one day, hit the freeway which ran past the mall where he shopped at Safeways and ended up in Seattle, 3 and a half hours away. No family had lived there for 10 + years. We got him home safely and his car keys were taken away permanently. The suddenness still troubles me, I'd not seen any signs that he wasn't safe to drive and I'd just visited a few weeks prior. Had Dad got off on a rural side road (wintertime) or one of the logging roads, it might well have ended differently.

My heart goes out to Mr. Moore's family.

This is so sad. Maybe not even dementia but cognitive impairment due to his advanced age. He had no phone, and maybe no gps or knowledge of how to use it in his car. He could have got turned around and drove in the wrong direction, not realizing it was the opposite way. If only he would have stopped and asked for help.

This is probably poor humor on my part knowing now that he didn’t make it, but it popped in my head the old joke that you know how men don’t like to ask for directions. I know, I know—sorry. 🫣

I hate to see stories with outcomes like this, for elderly folks. Praying for this family, especially so close to holiday season :(
