It seems the issue was that they didn't have DNA on file from Teresa's family for some reason. The press release says the skull was processed by the University of North Texas in 1997 when it was found but a match was only made in 2024 after further samples were collected from people they interviewed when reopening the investigation.

It appears that this Jane Doe was indeed Teresa Peroni. A suspect was just arrested in her murder: Josephine County Sheriff's Office

And no surprise, just like so many other cases, the man arrested is the one she was in a relationship with at the time of her disappearance.
