This is not a crime though, right? Isn't this a 'safe haven' where a mother can legally surrender a child?

I think this is a non-crime. I don't think they should identify the mother or attempt to prosecute, she left her baby where it would be safe. That's a far cry from dropping a baby in a dumpster.
