Whoops, I totally missed the existing thread. Apologies to my venerable fellow Websleuth, Richrd, and thank you to the mods for kindly merging the two!
I swear I'm not trying to be pedantic about this, BUT I am still hung up on the description of the tattoo as an arrow. It just doesn't seem to me that if it WAS supposed to be an arrow, it would not have a straight line at the end like this tattoo appears to! It appears like the rune called Tiwaz, which it appears is sometimes used to represent a Norse god named Tyr. That symbol (and the god Tyr, too) seems to be associated with war, justice, honor, fidelity, and bravery. I'm wondering if it might indicate that the UID has ties to the U.S. military, since these values are pretty central to all of the armed forces' oaths. Alternatively, it may represent the letter T, in which case perhaps it's the UID's initial or the initial of someone else important to the UID. The rest of the tattoo I just can't get a handle on at all. Any ideas?

I see a vaguely Native American-style symbol or perhaps a cow skull beneath the arrow/rune motif. Or, very faintly, perhaps a constellation?

Circumstances of Recovery On 08/25/21 at approximately 1251 hrs., the naked body of a light skinned male was found floating in the Delaware River near a boat dock located in Bridgeton Twp., Bucks County, PA. The body was missing it's head and genitals. There was no observed intentional trauma to the body and the missing genitals may be attributed to being eaten by birds, fish or other animals. It is estimated that the body may have been in the river for approximately one to two weeks prior to it's discovery. The victim was also missing one of it's kidneys which was attributed to a natural birth defect. The body also had a degraded tattoo on it's left forearm.

Aug. 25, 2021: The naked body of a light-skinned man estimated between 40-and 60-years-old was found floating in the Delaware River near a boat dock. The body was missing its head. It was found wedged against an anchored dock in the 1800 block of Trails Lane. There was no observed intentional trauma to the body. It is estimated that the body may have been in the river for approximately one to two weeks prior to its discovery. The victim was also missing one of his kidneys and he had a tattoo of what appeared to be an arrow on left forearm.
