My guess is he had identification on him and that toxicology will provide more info, given the “not clear if foul play” and uninhabited property. A house under construction (no occupants and sometimes no locks) can be appealing to an unhoused person unaware of potential dangers inside like unguarded floor openings. JMO.

As an aside, many places will provide (or even mail you) free Narcan, no RX and no questions. Libraries, pharmacies, etc.

O yes I understand and ur right about the homes a lot of people are homeless In Philly so I wouldn’t doubt if he was staying there and he and the Construction people had not a clue that he was in that house
