she quotes him as saying 'Come on, we'll give you a ride. I will give you a ride.' And we said, 'No, we want to walk. That's OK.' And he wouldn't leave it. 'Come on. No, no, no, come on. We'll give you a ride.'

so I wonder who the 'we' was or of she's remembering correctly

Maybe he said “we” to try to make them feel more comfortable accepting a ride from a friendly group rather than just one creep.
