The suspect allegedly "admitted to locking" her children "in a small 3×8 utility room," as well as attaching them to the oil tank

I feel very sorry for these kids.
I also wonder why they don't seem to have a father, grandparents, babysitter, etc.
She doesn't know how to take care of her children. She also seems to have no support/village. (Not using that as an excuse.)
