Decedent was wearing multiple layers of clothing.Two jackets: black outer jacket with brand name "Coogi" and black inner jacket brand name "ZEROXPOSUR". Size large black "Nike" brand t-shirt. Two bras: black sports bra with a size 34B bra underneath with underwire and padding. Two pairs of pants: outer pants black with elastic waistband and elastic hems are the end of the pant legs. Inner pants were grey with a dark blue elastic, adjustable waistband. Knee-high socks were present.

A little more on the location she was found. It seems very close to the Reesers Summit exit. Feds seeking public’s help in identifying human remains found in central Pa.
I am from Western PA, so I wasn't exactly sure where she was from other than seeing on NamUs it said York County. My son's roommate is from York, I sent it to him to see if he heard about this. (he probably thinks I am so weirdo)

Like you said she was probably a transient. She was wearing multiple layers of clothing so I am thinking winter months for sure.
 
The remains were swathed in multiple layers of clothing, the website reported. She had been wearing two jackets - an outer jacket with the brand name Coogi and an inner jacket by Zeroxposure - over a large Nike T-shirt and two bras, a black sports bra and a 34B padded, underwire bra, underneath. A single Nike tie-die sneaker - youth size 4.5 - was found nearby, several feet down an embankment.
 
Fairview Township Police originally said the remains were found along the 300 block of Pleasant View Road, but the NamUs portal links to the intersection of Brandt Avenue and 16th Street, near a daycare center and church in Cumberland County.

That’s a difference of around 3.4 miles.

A PennLive reporter contacted an officer with Fairview Township Police regarding the address discrepancy but was unable to confirm if the remains were found in York County or Cumberland County.

Several pieces of jewelry were found on her body, including three silver-colored rings; a black, plastic choker necklace; and a "Fossil" brand watch

'Officials believe the woman also had blonde/strawberry hair and was wearing two jackets, two pairs of pants, multiple rings and a rose gold watch.'
