SUBJECT: Missing Disabled Person

The PA State Police Gibson Barracks is actively investigating a missing person report for adult female:

Nicole Royale HERMAN
DOB: 01/17/80
PA OLN: 26744853

The missing female is described as a fair skinned white female, with below shoulder dirty blonde hair, approximately 5’06”, having blue colored eyes. Unknown recent clothing description. The missing female was last seen at her residence in Liberty Twp., Susquehanna County on Wednesday 06/25/25 at approximately 2230 hrs. HERMAN does not have a means of transportation and may be on foot or traveling with an unknown associate. HERMAN is believed to be suffering from mental instability and showing signs of paranoia and delusions.

I wonder when the driver's photo being used as her missing photo was taken? The article states she has no transportation but I'm wondering if she had a valid license. She had a second DUI in 2008 which, though long ago, may have affected her ability to get a license and/or insurance coverage.
