Police: Couple locked 2 children inside dirty dog crates as punishment

Scott Narvell, 62, and his girlfriend, 59-year-old Debbie Meck, are each charged with two counts of endangering the welfare of children.

But, I can't quite figure this out. It seems as though -- from this CBS story -- that the couple was not charged with endangering the kids until the kids were already living in a foster home.

Prior to that, someone must have told on the couple for having a dirty house. Trash outside and trash inside. Rodents inside.

But, it sounds as if the new foster parents were the ones who informed the authorities about the kids being put in dog crates for 30 minutes to an hour at a time as punishment.

That brings up something else -- dogs will typically not poop in their crates unless they are neglected and simply can't wait any longer. Were dogs neglected, too?

Scott Narvell, 62, and Debbie Meck, 59, both of Harrisburg, are accused of leaving children in dog crates filled with feces multiple times, Lower Paxton Township Police said in the criminal complaint.

The home the children were living in, located along the 5000 block of Dwight Avenue, was unsanitary and deplorable. It was later deemed unfit to live in and the children were put in foster care, police said.

Police began investigating on March 14, after the foster parents of an 11-year-old and 12-year-old notified officers of abuse the children suffered in their last home.

According to charging documents, the children previously lived in Lower Paxton with Narvell, their great grandfather, and Meck, who police described as Narvell’s “paramour.”

Both are out on bond and have a preliminary hearing scheduled for June 27.
