Crazy case all round. They don't know sex but know about the owl tattoo? The tattoo sounds interestingly specific, maybe a character from something?

How odd. Skeletonised, to the point they don't even know the sex, but there's a tattoo? It says one or both hands not recovered, so maybe the skeleton is actually even less complete and they don't have the pelvis to tell the sex. But then, there's a height estimate. And DNA would tell them the sex. Odd.

All I can find for owls with glasses and a purple vest is an Ikea plush named kattuggla.

I guess an explanation could be the remains are mummified, and the genitals are no longer identifiable but tattoo is still visible on the skin? Or they do know the sex but have listed it as unsure by accident? Intersex confusion? Or they want DNA confirmation before they decide on sex? No idea.

Some additional info from NamUs report printed 4/13/2019 (pertinent part attached).

I first printed this case out on 11/23/2018. Somewhere along the line he was no longer visible on NamUs (I have a notation on it saying "no longer in NamUs"). Well, then he was visible again, probably around the time I printed it out the second time. No idea what that was all about but I found it interesting.

What a pity the photo of the tattoo wasn't made public. The tattoo sounds custom-designed and I'm fairly confident the tattoo artist would've remembered something about the person they designed it for.

With that age range, it makes me think of the Mr. Owl from the Tootsie Pop commercials

I wonder if the owl is like this?

Always worrisome when a hand or two are missing - makes me think either they were removed to avoid identification or perhaps eaten by animals
