Madness. Apart from the technical complexities to launch and crew, most subs a narco gang might run are likely to show up on routine scans in national waters, I'd expect.

(Just an FYI, thread title lists 2022, but this happened in 2023?)

On Tuesday, Spain’s Civil Guard took possession of a submarine off the coast of the northwestern region of Galicia. The vessel was spotted on Monday and officials say it may have carried cocaine.

The vessel, about the same size as the one found by Colombia’s Navy in the Pacific, was empty when authorities seized it from the bottom of the ocean floor.
If the one found in Spain was empty, that's not good. It already means the cargo has been transferred to a boat or land.
The Colombians don't sent empty narco submarines over.
