The jawline doesn't look quite correct, but it needs further looking into.

It's probably not her, but I think she looks a lot like Pamela Jean Spencer. The thing throwing me off with Pamela is the lack of mole on her cheek, despite having been described as having a very large mole on her leg, and being missing from CA. Not that she couldn't have been taken from CA...
Pamela is listed as white/caucasian, but seems quite tan, could be the lighting I suppose. I wonder what happened to her dog.
