I understand this town isn't accustomed to crime, nonetheless, the university (with the responsibility they hold for a large student body) would have emergency protocols in place (natural disaster, etc). Beyond sending just an alert text!! I've spent a lot of time as staff and faculty on three different university campuses and I can tell you if they didn't initially know what to do, they would quickly form a plan. A quadruple murder is 4 alarm fire time. Along with campus police, someone high up from student affairs should have rushed over to the location to make an assessment (not just talk to LE on the phone). The town is small, it was Sunday early afternoon, it would have taken someone 10 minutes to drive over. They would quickly find the students huddled there waiting for word about their friends inside. The university and local LE totally dropped the ball that day (and in following days). After seeing how they treated the roommates, friend group and the victim's families I was floored.I get why you would say this, but I don't think that's strange at all. I have a child who just graduated from a medium-sized, public state university, and she lived off campus, in a town much like Moscow is described. If something tragic happened at her apt, it would never occur to me that someone from her school would or should show up. Emergency alert, yes, of course. Moo
