"In the immediate aftermath of the fatal shooting, Boyd – an Army veteran and Myrtle Beach entrepreneur – placed a phone call to his friend Brandon Strickland, chief deputy of the Horry County Police Department — a move that appeared to influence the trajectory of the investigation.

Strickland resigned from HCPD in March 2025 when confronted with findings from an internal investigation. Another HCPD officer, Paul Vascovi, was fired in April 2025 after body cam footage surfaced showing him signaling Boyd to act like a victim for the cameras.

HCPD remains under investigation by the S.C. State Law Enforcement Division (SLED) over allegations of misconduct related to the investigation."

A deadly shooting in 2023 is back in the spotlight recently due to the release of recorded calls of the shooter, a well-known business owner in North Myrtle Beach: the termination and resignation of law enforcement officers involved in the investigation; and a civil lawsuit filed by Scott Spivey's family. This incident is rife with local political bias, the controversial "self-defense" defense, and "the good old boy" network. The Horry County Police Department is currently under investigation by the South Carolina Law Enforcement Division over allegations of misconduct in the investigation of this shooting.

Numerous podcasts and news outlets are covering this story, and I am here for all of it. I hope the Spiveys are successful in getting their lawsuit moved forward. Something stinks in Horry County, SC, and justice needs to be served.

Shocking case, that played out in real time over various 911 calls. Definitely needs another close look by a (more) impartial authority. Hard to believe that chasing another motorist for IIRC 9 miles, and then blasting him through your car windshield is a clearcut SYG case.

Maybe this will be benchmark case a la Murdaugh. Mark Tinsley seems to be involved here also.

Exactly!!! You call in a "road rage" incident and then continue to chase them 9 miles!???!! And then have the audacity, after you unloaded your guns into a man's back, to say "that was fun." FUN???!!!!!

I'm here in South Carolina and I can concur. Mark Tinsley is the GOAT.

Scott Spivey's family has filed a civil lawsuit against the two men who shot and killed Mr. Spivey after following him for 9 miles, reaching speeds of over 100 mph. Weldon Boyd and Brandon Williams requested a hearing, hoping a judge would grant them immunity against any lawsuit or prosecution for their actions. The hearing began on February 18th. Weldon Boyd and Brandon Williams both took the stand and testified before a judge (whose name I cannot find at the moment) about the incident. After four days of testimony, the judge immediately announced he would not grant Weldon Boyd immunity, but would give Brandon Williams' attorney and the attorney representing the family of Scott Spivey two weeks to write briefs for and against immunity for the judge to consider along with the evidence and testimony from the hearing.
Also, the state's Attorney General Alan Wilson (who originally ruled that Boyd and Williams fell under the "stand your ground" law and failed to prosecute them for the actions they took that afternoon. Several members of law enforcement employed by the Horry County Police Department resigned and/or were terminated, disciplined for their actions in response to the incident. One officer wrote a personal note on a notepad that stated, "Act like a victim. Cameras," and walked over to Boyd and Williams and showed them the note. To show how dumb he was, he was wearing a body camera, and the note is clearly visible in the footage. Weldon Boyd owns a restaurant/bar in North Myrtle Beach, S.C., and has many law enforcement "friends" and acquaintances. No state agency has ever taken action against the Horry County Police Department for its alleged bias in investigating this incident. They cleared the call as self-defense and underestimated the Spivey family's devotion and persistence in trying to get justice for their loved one's death. S.C. AG Wilson recently appointed a special solicitor to go over the case again. That solicitor convened a grand jury. There will be more to come regarding this unbelievable and senseless killing.
