His remains were found in a shallow grave on November 1, 1978. <ETA: I emailed these links to the NamUs rep, so hopefully the info can be corrected on his profile> He was thought to have been there anywhere from 6 months to a year.

He was estimated to be in his late teens to early 20s, 5’8” to 5’11”, 150-165 pounds and had a muscular body type.

Authorities believed he was of Indian descent, but could not rule out that he was white.

Examination of the skeleton determined that his lower left leg had some form of medical attention about four months prior to the man's death.

They also found overgrowth on the left hip indicating some form of disease that may have required medical attention.

Distinguishing Marks / Features – The man had a muscular build. There was evidence that he had undergone some sort of surgery or medical procedure on his lower left leg around four months prior to his death. He also had overgrowth (or bone spurs) on his left hip, which may have indicated that he had some sort of condition that required medical attention.

Circumstances of Discovery

A hunter discovered the partial skeletal remains of the man buried in a shallow grave on Medicine Mountain, in an area of Pennington County located west of Hill City. The remains appear to have been scattered over a fairly wide area, as the pelvic bone was not located until several days after the initial discovery and, as the NamUs file notes, other bones are still yet to be recovered. Authorities initially believed that the man had died from between several months to three years before he was discovered, but later narrowed this time frame down to around a year.

Working with authorities in Colorado, the Pennington County Sheriff's Department were able to determine that the remains most likely belonged to a teenager of Native American descent. However, an initial comparison of the decedent with missing persons reports in South Dakota failed to turn up a match. The following year, pathologists in Denver who had been assisting with the case suggest that the man's skull should be sent to a medical illustrator working with the Federal Aviation Administration in Oklahoma City in order to develop a clay reconstruction.

In August of 1979, the clay reconstruction of the man was completed, and photographs were released to the media where they were widely published throughout South Dakota. Authorities stated that the likeness to the man was ' probably not exact, but close enough that someone might recognise the face'. Although 5 potential leads were received to the victim's identity after the reconstruction was released, all were eventually excluded as being a match to the decedent.

In August of 1980, the Pennington County Sheriff's Department sent out thousands of flyers and letters throughout states in the region, including South Dakota, North Dakota, Nebraska, Montana, Wyoming, Utah and Idaho. These were sent to police departments and sheriff's offices, but were also sent to Native American health centres, as examinations had shown that the man's dental work had likely been performed in a public health centre or hospital. These inquiries did result in another 38 leads being explored, but none of these panned out.

In November of 1993, the case was mentioned in relation to another body that was found decapitated in the vicinity of Medicine Mountain. Although there is no evidence to suggest that these cases are related, the newspaper report indicated that, despite extensive investigations, the man located in the shallow grave in 1978 had still not been identified.

I wonder if this unidentified man might be a young USAF Airman named Frank Christensen, age about 19, who went missing about 8 July 1977.

He had visited his family in Racine, Wisconsin and departed there on 8 July 1977 to return to his base in Maryland, but never arrived.

Frank has a thread with photos in the "Missing in the 1970's" section oh Websleuths.

So Steven went missing from Waterloo Iowa in Jan/February (?) 1978. 22yo, 5'11" 140lbs. He was allegedly mixed up in drugs and had been recently laid off from Chicago Northwestern Railroad, where he'd worked as a lineman. A lineman is a dangerous and physically demanding job, so this person was probably pretty fit/muscualr, like the Doe. And I'm wondering if Steven may have been off the job because of an injury, prompting some kind of surgery/medical treatment...? The Doe had had something done a few months prior It's definitely not unlikely that someone in Steven's line of work would need some kind of medical treatment at various points, perhaps including surgery. And seeing that the Doe had that bony overgrowth with the hip, am also seeing that railrad lineman can be prone to this condition due to the high-strain repetitive nature of the work. Press reports at the time of Steven's disappearance noted someone named Richard N. Forsyth, who was seen carrying something from apartment wrapped in a rug, there was speculation he may be linked to this disappearance. Forsyth allegedly paid cash for a Cadillac shortly after Steven Kirchhoff vanished. He, too, is listed as a missing person. The Kirchhoff family tracked Forsythe to an uncle's home in Tucson Arizona, (believe this is after he stopped in Manhattan KS to have stitches done) but he took off from AZ.

In mid-1979, the Cadillac was found in storage in Grand Forks, North Dakota. "David Gates" had left it there a year earlier, paying storage fee for a mo. The same day the car was left in storage, a man "Richard Steves" rented a room in Grand Forks, paying one month's rent, but he didn't stay even one night.

So tracking this potential route, Waterloo IA to Tucson AZ and on to (possibly?) Medicine Mountan SD to Grand Forks ND:

Jewel Wheeler is listed as a rule-out for this Doe but Steven is not. Since genetic testing (as noted above by @The4TierBridge ) suggests this Doe is native Sioux with ties to South Dakota, do we know anything more about Steven's possible tribal affiliation?

Unknown, tied only through circumstances as of now, and don't know how likely the circumstances would make it. But the routes of travel described after MP's disappearance are definitely of interest jmo in terms of where the Doe's found. And MP's line of work, which sounds like it could leave him prone for types of injuries/conditions noted for the Doe.

Maybe Norman Wayne Louison, indegenous missing from Cowessess First Nation in Saskatchewan. Nov 18 1977, 15yo, but 5'5" and this is a couple of inches shorter than the lowest projection for the Doe's height that I can see listed. MP was pigeon toed, depending on the severity of this condition, it may not show on an autopsy, evidently. Also seeing that Cowessess is Cree but it is a mixed heritage band and DNA evidence has confirmed ties to Lakota Sioux (also saw Nakota mentioned). Canadian indigenous people sometimes did make pilgrimages to the Black Hills in the 1970s. Norman on left, Doe center and right.

MP was I believe last seen around 2am, supposedly he'd been out and about with friends for a couple of days. He'd gone to homes within the Cowessess and Kahkewistahaw First Nations. attended a party, played some pool. Last seen riding on horseback toward Cowessess First Nation and reported missing a couple of days later. Reports seem to differ on whether he was walking or on horseback. They did pretty extensive searches but never found him. That would be a very long way for him to have come if he were the Doe. Seeing that the Canadian indigenous medical system was similar to that in the US, although it was less centralized.

If this were the Doe, I could definitely see how it took to long to find him. It would appear possible, don't know how likely it is. BUT with that said, I am seeing that this "bony overgrowth" the Doe had can cause pigeon toes, which the MP had. Also seeing someone who's pigeon toed might have work done on a single lower leg (which Doe was said to have experienced, the work on a single lower leg) for alignment issues. That is interesting.
