How could this happen?

"The Belgian Malinois fell from the roof of a parking garage deck adjacent to the Ritz-Carlton where Biden was speaking at a fundraiser for U.S. Senator Mary Landrieu."
"The dog was working in the Premier Parking garage on Iberville Street near the French Quarter hotel blocks away from rowdy Bourbon Street when it fell off the roof around 6 pm Saturday night, according to New Orleans Police."
