I saw this on the news last night......they have too many of these characters in Vegas as well. I think it must be a tough way to make a living, but they must do well if there are so many of them.

Enforcing quality of life issues must be done, I remember the windshield cleaners in NYC from a long time ago, you could not drive five feet without someone "cleaning" your windshield - without asking if you wanted it done - and if you did not give them a dollar, they might rip off your windshield wiper or kick your door.
