Circumstances of Disappearance Donnie Payne was last seen collecting cans in the 3rd dumpster at Ocoee Village Apartments on 2nd street near his home off Lowery st in Cleveland Tn. Donnie did not drive. His dog that went everywhere with him was found dead later in the day on nearby Highway 64. He would have never left his dog.

<<Circumstance: Donnie was last seen walking in an apartment complex near his home. He was last seen collecting cans from a dumpster in Ocoee Village Apartment complex at the third dumpster by a resident that lived at the apartment near the dumpster. He did not drive and was in clear mental health. He left several small dogs and puppies at his home. He bread these dogs for extra income and loved them very much. His favorite dog was found ran over the day he disappeared.>>
