TBI puts spotlight on kids still missing on National Missing Children's Day

The Tennessee Bureau of Investigations put the spotlight on kids still missing on National Missing Children's Day, holding onto hope they will one day be found.

Of the 14 children listed missing on the T.B.I.'s website, nine of them were last seen in Middle Tennessee, some missing for more than a decade are still on that list.

This list representing only a snapshot of the several other missing current in the state.

Then-two-year-old Jocelyn Emilia Turcios was last seen in Franklin with her mother in October of 2004.

Age-progression technology showed what Jocelyn would like in 2018 at 16 years old.

T.B.I. investigators believe Jocelyn may with her mother in Tampico, Mexico.

There is a warrant for her mother's arrest for custodial interference.

I don’t think this is TN. Franklin, TN is in Williamson County.

Jocelyn is still missing

Circumstances of Disappearance
Jocelyn was allegedly abducted by her mother, Sandra Gutierrez. A felony warrant was issued for Sandra on February 5, 2005. They may still be in the local area or they may have traveled to Mexico. Jocelyn may be using the alias last name Gutierrez. Sandra is Biracial. She is Black and Hispanic.

Franklin police stayed in touch with Jocelyn’s father about the case until 2014. At that time, he was jailed in Louisiana on sex charges and investigators believe he was deported to Honduras.

Investigators have not given up and said they are still working on behalf of Jocelyn’s relatives who still live in the Franklin area.

Police said it’s possible that Jocelyn and her mother are somewhere in Florida, Texas or Mexico and that the teen could be using her mother’s last name of Gutierrez. >>
